The request was sent during TLS 1.3 early data (0-RTT) which is vulnerable to replay attacks. The server rejects it to protect against duplicated state-changing operations.
Retry the request after the TLS handshake is complete. If you control the client, disable 0-RTT early data for state-changing requests. The retry should succeed on a fully established connection.
